In September 1960, the Milwaukee Journal reported that Frame Park was home to an "underground homosexual ring" that "fit an undesirable and dangerous pattern around the country." Within two weeks, Waukesha police had arrested ten homosexuals for secret meetings in the Frame Park bathroom. The defendants, most of whom were prominent citizens, were outed by local papers with their full names, addresses, and employers listed, as well as their offenses for sexual perversion and/or disorderly conduct. Investigators claimed that the Frame Park operation was "known as far away as Chicago," but that the arrests put an end to this "Midwestern deviant rendezvous spot."
